Poland's disability employment system, translated into business terms

In 2024 I put the employment threshold, the calculation of the PFRON mandate, the lag in Statistics Poland data, multipliers, institutional roles, real work and market pathologies into one article. It was an attempt to translate the system from administrative into business language, with plenty of numbers. Those amounts are historical now. The map of dependencies has not aged nearly as much.

Key points

• The system connects law, finance, employment and work design. Splitting it into silos obscures the full cost and diffuses accountability.
• The PFRON mandate follows wage data from Statistics Poland with a delay. That is why the original article introduced the time-travel metaphor to which I still return.
• Savings cannot justify employment that exists on paper only. A durable model needs real tasks, quality, compliance and a safe process.

What this means for a company

I will not update that historical article paragraph by paragraph or build a second reference guide on the blog. Current thresholds, amounts, answers and calculations belong in one place: “PFRON in practice”. The original article records the history and the reasoning. Mixing the two roles raises the cost of maintenance and eventually gives readers two conflicting versions of the same figure. For a CFO and HR, the rule is simple: read the mechanism here; verify today's numbers there. Never the other way round.
